Cold in Chisinau's kindergartens, schools – a gross violation of children's rights: NGOs
The lack of heat in many kindergartens and schools in Chisinau is dangerous for the children's health and is a gross violation of their fundamental rights. The opinion is shared by children protecting NGOs, which maintain the authorities are obliged to ensure normal conditions for the little ones.
[Ombudsman for children's rights Tamara Plamadeala] has told Info-Prim Neo the lack of heat in education and healthcare institutions “is, no doubt, a breech of the children's rights.” “This situation can negatively influence their health. At the same time, the studying process shall unfold in normal conditions,” Tamara Plamadeala says. According to the ombudsman, in case parents or teachers address her, she will ask the local public authorities for steps. “I will tackle this issue on Thursday, November 13, at the sitting of the Government's children protection commission, headed by Victor Stepaniuc,” Plamadeala said.
[Cezar Gavriliuc, the president of the Children's Rights Information and Documentation Center (CIDDC)] says the cold in classrooms, kindergartens and hospitals can affect the children's health and their development. The children cannot play in cold, cannot learn and write duly, Gavriliuc says. According to him, a series of authorities are be blamed for this situation, but the the institution attended by the children is the first in this row. “Offering these services, it should ensure their quality,” says the CIDDC president. The parents shall first address the manager of the institution and he/she shall inform the higher decision-makers.
According to [the lawyer of the Children's Rights Center (CDC), Octavian Varlan], the Moldovan law stipulates the authorities are obliged to ensure all the conditions for the normal education process and treatment. In case the authorities in charge fail to abide by their duties, regardless of their reasons, any parents can sue them. “Any parent has all the chances to win (in court), because it's a matter of the child's highest interest,” Octavian Varlan says. In case some child has to suffer from inadequate conditions (fell ill, for example), the parents can ask for damages.
According to the Chisinau City Hall, 67 kindergartens and schools do not receive heating. The average temperature in there varies from 9 to 16 degrees Celsius and is kept by electrical heaters. 18 hospitals do not get heat. The most difficult situation is in hospitals.
The monopoly heat distributor Termocom stopped delivering heat to Chisinau's Buicani and Centru districts, and suburbs, after Moldova-Gaz reduced its gas supply to the former, because of debts.
