A group of councilors of Codru town that forms part of the municipality of Chisinau requested the law enforcement bodies to deal with the illegalities committed through courts of law. The local councilors who represent all the factions on the Council assert they are forced by court decisions to provide land to certain economic entities or they are fined for not implementing the decisions, Info-Prim Neo reports. “We have already many court decisions, which are unfortunately irrevocable. We, the councilors who manage the property of the local public administration, are obliged to do what is illegal. Moreover, the court decisions force us to lease out or allocate public property land for private constructions without public tender contests. Currently, there are about 20 such decisions, four of which provide for forced implementation. Another 60 cases are to be examined,” Liberal-Democrat councilor Victor Canishev said in a news conference. The councilors say that there is not enough land and they cannot allot the plots asked for private constructions, but the court obliges them to. The land that is the public property of the residents of Codru is being sequestrated through the agency of bailiffs. “We have a park and a stadium located on Grenoble St. All the residents can spend their free time in that park. The Council decided that that land will be a protected area. However, the magistrates ruled in favor of persons with base motives and allotted them land on which to erect private houses. We are in a trap. If we do not vote in favor, we are fined and practically cannot fulfill our duties,” said Serghei Cunic, a Democratic councilor. Liberal councilor Andrei Rosca spoke about another protected area which was rented by a company under contract. When the contract expired, the Council refused to extend it, but the court obliged it to. “Furthermore, we were forced to issue an urbanism certificate and a construction authorization,” he said. Contacted by Info-Prim Neo, chairman of the Supreme Council of Magistrates Nicolae Timofti said that he will not comment on these cases until there is an official letter or complaint about concrete situations.
