The Cabinet has approved the Urban Development and Building Code. According to the Ministry of Infrastructure and Regional Development, the document will regulate all the areas related to the given sector, from territorial development, authorization and execution of designing and building works to control over the quality of works. For example, there will be stipulated the status, obligations and responsibilities of specialists from the field and will be created the State Register of companies from the urban development and building sector, IPN reports.
“The procedure for issuing the urban design certificate and the building/demolition permit in the case of localities with a population of up to 3,000 will be simplified. A number of 679 localities with an estimated population of 1.5 million will benefit from the simplified procedure,” said the Ministry.
The Code provides for the extension of the list of building works that can be executed without an urban design certificate and without a building permit. Also, the urban design certificate and the building/demolition permit for facilities declared public utility objects of national interest will be issued by the institution managed by the central responsible body.
“The given Code will help reduce a series of common infractions, such as the building on lots that are not in someone’s ownership, modification of constructions by actions that can endanger people’s lives or the environment, designing or signing of building projects by persons who are not entitled to this,” noted Minister Andrei Spînu.
