Coalition 2007 launches fourth report on electoral process Although several breaches, complaints as well as the inadequate behaviour of some members of the election commissions were detected, overall, the election which took place on June 3 was declared lawful, the president of The League for Defence of Human Rights in Moldova (LADOM) said. The statement was made during a press conference which marked the launching of the fourth report of the LADOM observers and the fifth report regarding the observance of the media, which was conducted by the Civic Coalition for Free and Fair Elections – Coalition 2007, Info-Prim Neo says. According to Strutzescu the Central Election Commission (CEC) proved transparency and positive attitude towards the national and international organisations, on the Election Day. Concomitantly, some second level election councils showed a biased attitude towards the election and breached the procedures, mainly due to the lack of personnel’s experience. This gap was evident in the organisation of the election offices and the organisation of the election itself, as well as the delay in the process of examination of such observations. Strutzescu, says that the observers reported a conflict of interests between the election organisations at different levels, as well as the doubling of competent electoral representatives and judicial members, who failed to punish those who breached the electoral procedures and did not examine competently the observations made by the candidates. According to the report, on June 3, several infringements were registered, including the incomplete number of the members of election bureaus, the opening and closure of the polling stations at inappropriate hours, acceptance of 2-3 voters in the voting cabins, the lack of identity cards, electoral propaganda in several election offices, intimidation of voters, etc. Strutzescu mentioned that a great level of electoral tourism was registered. On the additional rolls about 1% of the total number of voters was added in Chisinau alone, in Comrat 6.4% and in Orhei 14.4%. President of Independent Press Association, Petru Macovei stated that from June 4-11, 26 publications continued their activity with the purpose of election propaganda. „Moldova Suverană” published an offensive and aggressive material about the candidate of the Liberal Party, Dorin Chirtoacă alongside other offensive materials regarding the opposition; they concomitantly published positive affirmations about the activity of the communists. Moreover, several local newspapers still continue to favour the current administration of the districts which are to participate in the second ballot, Macovei says. Speaking about the visualisation of the post-election atmosphere after the first ballot, the publicist Nicolae Negru, working with the Independent Journalism Centre affirmed that the State television as well as the National Radio Station did not reduce or discourage the practice of supporting the Party of Communists, although they did advertise several campaign statements made by the opposition groups. „Antena C” also became the messenger of the governing party, continuing together with TV NIT to ignore the opposition. The radio station „Vocea Basarabiei” promoted anti-communism and unlike previous electoral transmissions, apart from the information provided by CEC the N4 TV station used also the political parties as their source of information, and brought criticism about the reality of the city. According to Negru, after „Euro TV” broadcasted several materials about the infringements found during the election, they have immediately received a warning from the police. Coalition 2007 will continue to observe the election in the second ballot of the local elections in Moldova.
