CNA: Ministry of Internal Affairs, Ministry of Finance, and Local Public Administration – top institutions targeted by corruption

The Ministry of Internal Affairs, the Ministry of Finance, and local public administration were the top institutions involved in corruption cases in 2024. According to the CNA’s report for the previous year, these institutions had the highest number of individuals implicated in corruption offenses, IPN reports.

Other institutions with a significant number of individuals involved in corruption cases include the Ministry of Health – 54 cases, law offices – 24 cases, and commercial enterprises – 24 cases. The Ministry of Justice and the National Agency for Food Safety each had ten cases investigated by CNA prosecutors in 2024.

Most of those implicated in corruption offenses were inspectors and employees of public authorities. Specifically, they included tax inspectors, customs investigation officers, border inspectors, ASP inspectors, and others. Employees of city halls, heads or deputy heads of state tax inspectorates, police departments, medical institutions, and educational institutions were also targeted. Additionally, employees from the medical system, mayors, and deputy mayors were among those involved in corruption offenses.

According to reported data, investigative officers detected approximately 750 offenses in 2024, marking a 47% increase compared to the same period in 2023. The highest number of offenses were recorded in Chisinau, Balti, and Soroca. Around 600 of the investigated offenses were classified as serious or particularly serious, along with approximately 150 less severe or minor offenses.

Additionally, the CNA’s criminal investigation body handled approximately 1,500 cases, representing a 36% increase from 2023, with around 530 criminal cases concluded with recommendations for court proceedings.

The CNA’s Criminal Asset Recovery Agency (ARBI) received 190 requests (60% more than in 2023) from various authorities for parallel financial investigations. As a result, ARBI reported 330 asset seizures last year, amounting to approximately 1.3 billion lei.

Throughout the reporting period, the CNA registered a total of over 84,000 materials, a 22% increase from 2023, including approximately 4,000 citizen petitions—up by 25% compared to the previous year.

In terms of anti-corruption prevention, the Legislation Directorate conducted 1,349 anti-corruption assessments on draft normative acts, identifying over 2,500 corruption risk factors.
