The November 24 meeting of the Chisinau Municipal Council was put off because the councilors could not agree the agenda. It was decided that the discussions will be resumed next Monday, Info-Prim Neo reports. Mayor of Chisinau Dorin Chirtoaca proposed amending the agenda so that all the 30 items included in it be replaced by one item – the raising of a loan of €22 million from the European Bank for Reconstruction and Development (EBRD) for rehabilitating the roads. “The given project must be discussed as an emergency as the EBRD vice president comes to Chisinau on December 2 and the lending agreement is to be signed. I do not want to blush before our development partners,” said Dorin Chirtoaca. The Communist faction did not accept the mayor’s proposal and insisted that the agenda remain unchanged and the withdrawal of the seats of councilor should be the first issue to be discussed. “It seems that the mayor is concerned only about the loan from the EBRD. The amendment of the budget is a more important issue, but the mayor does not want everyone to hear what amounts were deducted from the allocations for medical and education institutions and other matters. We demand that the agenda remain unchanged,” said the leader of the Communist faction Boris Golovin. The mayor tried to explain the importance of the lending agreement, but the Communist councilors tapped in protest. The Liberal-Democratic faction, which backed the mayor’s proposal, left the meeting hall. They were followed by the Liberal councilors. As a result of discussions between the mayor and the Communist councilors, the Communist faction asked for a break. After about 15 minutes, the leader of the Liberal faction Ion Gabura announced that the meeting was postponed until November 24 and the agenda will include only one item – the loan from the EBRD. Contacted by Info-Prim Neo, Boris Golovin said they had discussions within the faction, but took no decision. Asked if the Communist faction will attend the next meeting, he stressed that he cannot say as he did not see the mayor’s order on convening the meeting and its agenda.
