The November 28 meeting of the Chisinau Municipal Council (CMC) did not take place as a quorum was not present. The Council was to approve a decision to raise a loan of €22 million from the European Bank for Reconstruction and Development (EBRD) for road rehabilitation, but the Communist councilors did not come to the meeting, Info-Prim Neo reports. “By their behavior, the Communist councilors show that they promote their personal interests, not the interests of the residents of Chisinau. The road repair project implemented in Chisinau is the largest investment project,” said Dorin Chirtoaca. Victor Gurau, substitute councilor representing the Communist Party, was delegated by the Communist faction to come to the meeting. He said that the Communist councilors did not present themselves at the meeting because they do not agree with the mayor’s illegalities. “Mister Dorin Chirtoaca blocks the work of the CMC. On November 24, the Communist faction was ready to vote for the over 130 draft decisions included in the agenda, including the loan. Why did the mayor suggest removing all the items from the agenda approved by his decision, except one?” asked Victor Gurau. He also said that the mayor cannot impose the agenda and he must respect the procedures and call the extraordinary meetings three days beforehand. Dorin Chirtoaca provided the Communist councilors with an extract from the lending agreement with the EBRD in the morning of the November 24 meeting. The November 24 meeting of the CMC was put off because the councilors could not agree the agenda. Mayor of Chisinau Dorin Chirtoaca proposed amending the agenda so that all the 30 items included in it be replaced by one item – the raising of the loan of €22 million from EBRD. The Communist faction did not accept the mayor’s proposal and insisted that the agenda remain unchanged and the withdrawal of the seats of councilor should be the first issue to be discussed.
