Eugen Axentiev, general police commissioner of Chisinau municipality, asks the Chisinau Municipal Council (CMC) to increase funding for maintaining the municipal police next year. “A police officer on a low salary and not adequately dressed becomes dangerous,” the commissioner said at Thursday’s meeting of the CMC. According to the cited source, the created situation generates an uncontrolled fluctuation of staff. The insufficiently trained and inexperienced new employees commit violations to the citizens’ detriment. Eugen Axentiev expressed his disappointment at the fact that the draft municipal budget for 2008 includes only 75 mln lei for the police, while the real necessities amount to minimum 119 mln lei. The police commissioner said that the earmarked resources will not enable to clear the salary arrears of 7 mln lei for 2007. At the same time, the regiment “Scut” is in need of about 40 new cars worth 26 mln lei. Next year, the municipal police will need petrol of 2.25 mln lei, while the budget provides for only 1.6 mln lei. Oleg Cernei, councillor of the Moldova Noastra Alliance, saluted the general police commissioner’s readiness to cooperate with the CMC. At the same time, Cernei said that the municipal authorities do not agree with the double subordination of the municipal police. “Today you ask for money and tomorrow you will throw stones at the mayor and councillors, by order of Papuc,” Cernei said. The CMC chairman Mihai Ghimpu stressed the necessity of formulating clear rules of cooperation between the local administration and the police. Until the budget for next year is approved, the general commissioner of the municipality will have to present a detailed report on how the money allocated from the local budget for 2007 was spent.
