Civil society wants transparency in city administration
15 nongovernmental organisations on Tuesday, October 15, sent a letter to the Chairman of the Chisinau City Council, Mihai Ghimpu, urging the municipality to speed up the procedure for the consideration of the Regulation on transparency in decision-making within the administration of Chisinau City.
The initiative launched the INRECO Conflict Resolution Institute was endorsed by 14 NGOs based in Chisinau, among which are
Transparency International Moldova, the National Assistance and Information Centre for NGOs in Moldova CONTACT, Promo Lex, the Union of Craftsmen of Moldova, Centre for Information and Documentation on Children's Rights, and others.
The letter says that by adopting the Regulation the municipality will improve the access of the citizen to the information of public concern and will enhance democratic governance at local level. In addition, the measure will demonstrate the intention of the city authorities to solve the problems together with the city residents, and will serve as a first step (after the June 3 0local elections) towards a sustainable partnership between the municipality and the nongovernmental sector.
The Regulation draft on transparency in decision-making within the administration of Chisinau City was formulated between March and May 2007 by the representatives of 12 NGOs from Chisinau and the Romanian city of Timisoara, city officials and municipal councilmen representing all the factions.
The Regulation was debated on 27 July 2007 at a meeting that brought together representatives of the City Council and of the City Departments for Legal Issues and Public Administration.
