The authorities must ensure transparency and responsibility in the use of public money and more clarity as regards tender contests. This is one of the suggestions that representatives of civil society will make today, January 6 in a new round of consultations on the executive’s new government program with Premier designate Vlad Filat, the head of the Young and Free Center Antonita Fonari stated for Info-Prim Neo. Another proposal is to ensure transparency in the work of the central public administration. Antonita Fonari said the reports and budgets of the ministries must be published on websites so that the people see what policies they implemented and how they spend the money. A proposal concerning the social services is to better inform the target groups and to assess the cost-efficiency of the new services. They will insist on the durability of the services provided for the population, especially those that have been furnished by NGOs. Antonita Fonari said the Government should take into account that the allocations for the NGO sector are lower in volume and a number of services provided by civil society organizations risk disappearing. There should be worked out a clear mechanism for contracting social services. The method of implementing the Law on the Public Utility and the Law on Volunteering should be clearly defined. “We will try to convey the message of some of our colleagues from the National NGO Council, who urge naming experienced and competent persons to the posts of ministers and deputy ministers,” said Antonita Fonari. Petru Macovei, the head of the Association of Independent Press, stated for Info-Prim Neo that among the subjects that will be discussed in the meeting of representatives of the National Participation Council and Premier Vlad Filat are the anticorruption policies, organizational and institutional measures aimed at rationalizing the Agency for Competition Protection, monitoring of the foreign assistance and policies on consumer protection. The National Participation Council was founded in 2010 as a consultative body of the Government to contribute to the drafting, implementation and assessment of policies. So far, Vlad Filat discussed the executive’s government program with representative of the employers and trade unions.
