A number of nongovernmental organizations called upon President Nicolae Timofti, the parliamentary factions and unaffiliated MPs to review some of the acts adopted by Parliament on May 3. The signatory organizations expressed their concern and condemned firmly the unjustified speed and non-transparency in which the legislative body adopts decisions and laws as this compromises the effort to reform the justice sector through the reform strategy approved by Parliament in 2011, IPN reports.
The signatories draw attention to the fact that the status of the National Anticorruption Center (CNA) was approved after reviewing the status of the Center for Combating Economic Crime and Corruption, this process being a long-term one, accompanied by multiple public debates that resulted in the adoption of the strategy for strengthening the CNA. However, the changes adopted on May 3 diminish the Center’s independence.
The representatives of civil society say a series of actions were planned to depoliticize, promote the autonomy and institutional independence, strengthen transparency and efficiency of the work of the Prosecutor’s Office. But the organization of a public contest to select a candidate for the post of prosecutor general, the proposal and naming of another candidate instead of the one selected at the contest and then the abrogation of the decision to appoint the prosecutor general show that the Prosecutor’s Office is depended on Parliament and on the internal political situation.
The signatories called on Nicolae Timofti not to promulgate the laws passed on May 3, especially the amendments to the National Anticorruption Center.
The letter was signed by nine NGOs, including “Promo-LEX”, AGER, “Expert-Grup”, “RCTV Memoria”, the Legal Resource Center, CNTM, CReDO, the Human Rights Embassy, and the Jurists for Human Rights.
