The Civic Initiative for a Clean Parliament appealed the decision of the Centru Court, which banned the dissemination of information about the inclusion of Alexandru Oleinic in the Black List of the candidates without moral integrity. The NGOs that form part of the given Coalition say they might claim damages for the brochures that have not been distributed, Info-Prim Neo reports. Alexandru Oleinic, who is under No. 5 on the list of the Moldova Noastra Alliance, appealed to court after he was included in the list of 30 candidates, who, according to the Civic Initiative for a Clean Parliament, do not deserve entering the legislative body. In a news conference on Tuesday, Petru Macovei, executive director of the Association for Independent Press, said the court decision bans only the distribution of information about candidate Alexandru Oleinic, not all the candidates. Pentru Macovei also said that the Civic Initiative for a Clean Parliament received a letter from the Communists Party, which asks removing all the Communist candidates from the list. Other parties also reacted and even attacked persons, which shows that the political leaders do not tolerate other opinions than theirs, said Macovei. Cornelia Cozonac, director of the Investigative Journalism Center, said the monitoring of the list of candidates is a democratic exercise that is carried out in many countries. The fact that the court banned disseminating information about a candidate hinders the process of distributing information about all the discredited candidates as the information about Alexandru Oleinic is contained in the same brochure. Cornelia Cozonac also said that this brochure is of public interest and is based on documents provided by state institutions. Cristina Cojocaru, the jurist of the Civic Initiative for a Clean Parliament, said the name of Alexandru Oleinic is included in ten reports of the Audit Office, which is official information. According to the law on official information, the broadcasting of such information does not damage the reputation of a person. Olga Crivoliubic, a representative of Soros-Moldova Foundation, said that 20,000 brochures of the 200,000 published have been broadcast until the court passed its decision. A sum of 150,000 lei was spent on their publication. The Black List contains 22 candidates of the Communists Party, three of the Liberal Democratic Party, by two of the Democratic Party and the Liberal Party, and one candidate of the Moldova Noastra Alliance. The Civic Initiative for a Clean Parliament was launched in November 2008 by seven nongovernmental organizations, counting the Association for Participative Democracy (ADEPT), the Independent Press Association, the Center for the Analysis and Prevention of Corruption, the Independent Journalism Center, the Journalistic Investigations Center, the Center for Promotion of the Freedom of Expression and Access to Information “Acces-info”, and Soros Foundation Moldova.
