Nongovernmental organizations and civic activists preoccupied with the urban development problems of Chisinau, associated in the Urban Civic Network, express their opposition to the actions to monopolize the local power in Chisinau and condemn the adoption of the Law on the Status of Chisinau Municipality in the final reading, IPN reports.
A number of activists signed a statement saying that since this draft law appeared, civil society in Chisinau has protested against its adoption for a number of reasons. First of all, the amendments proposed by the new law maximally reduce the role and powers of the Municipal Council by delegating many of the powers and prerogatives to the mayor general. This will definitely generate an imbalance in the local power in Chisinau municipality.
“We consider that the given law is unconstitutional and presents a subjective approach to administrative problems, seriously violates the principle of separation of powers at the level of the local public administration and runs counter to a number of legal norms,” says the statement.
The members of the Urban Civic Network consider the goal of this law is to limit the powers of the Council and to give more powers to the mayor general. But the mayor general represents the executive authority and cannot carry out the duties of the administrative authority. Dangerous precedents for liquidating the functional bodies of the Council are thus set and this will have irreversible consequences for the good development of the city.
The Urban Civic Network pleads for the annulment of this law and for the initiation of public discussions and broad consultations with all the sides – political parties, specialized organizations, experts and residents of the city – for creating a legal framework for governing the work of the local public authorities, based on the democratic principles and European norms assumed by Moldova in the European integration process.
