City Hall will select a company which will organise land bids and contests in Chisinau
The City Hall was obliged by the Chisinau Municipal Council at the proposal of “Moldova Noastra” Alliance and the Social Action Bloc (SAB) to announce a contest for the selection of a company to organise land-related bids and contests for selling and leasing lands in the municipality of Chisinau.
It was asserted at the CMC session on Thursday, March 15 that for already three years “Capital Imobil” Company organises bids and contests for the City Hall, although this fact violates the regulation on the organisation of bids, as well as the contract concluded with this company for only one year.
SAB Councillor Mihai Roscovan told Info-Prim Neo that since 2004 the local authorities did not select the company which carries out the contest on the organisation of the bids, although such a contest had to be organised every year. According to him, the company which organises auctions earns considerable sums of money as a result of these activities, mentioning in this context that “another company can offer better conditions to the City Hall”.
This issue was debated amid the voting of a decision on the approval of a list of lands the municipality intends to put up for sale or rent. According to the decision, the organisers of the bids and contests will publicise the information related to the organisation of the bids and will publicly inform the population about the conditions. The rent right for two lands on Uzinelor Street and Balcani Street where the Veterinary Clinic and Shelter for Street animals will be constructed can be also obtained through bids.
7 lands for sale and 12 – for rent were included in the list. Such lists are approved immediately after free lands are found in Chisinau. Usually, Roscovan says, authorities try to directly transmit the lands and only if the CMC has political will they are put up for sale.
However, the cited source says, the number of lands sold through bids is little and is not exceeding 5% of all the lands distributed in Chisinau, the rest of which are offered via the direct vote of the factions of communists and Christian-democrats, even if this is a violation of the legislation. According to Roscovan, this situation occurred back in 1999 when Nicolae Bondariuc, the present communist MP was the deputy-minister responsible of bids.
