The City Hall will work out a decision draft of paying off, from the financial means of the municipal budget, of the underprivileged dwellers’ debts for thermal energy. The interim mayor, Vasile Ursu, stated at the Monday’s working meeting, October 24, that such a draft will be submitted for examination to the Chisinau Municipal Council. The interim mayor requested the civil servants of the district offices to inspect the blocks with debts, asking for their connection in case the managers of the dwelling blocks sign guarantees through which they would be obliged to pay the debts within 1-2 months. This thing will happen if it is found that the debts belong to underprivileged people that can not pay the left payments immediately. At the same time, Ursu has also ordered to connect the blocks of flats for which certifications will not be signed. But this connection will not last long; only to test the functionality of the networks and to eliminate the risks of damaging the networks at the moment of a possible connection, for paying the debts. The chief-engineer of the “Termocom” JSC, Vladimir Babici stated that at present the level of the payments for the thermal energy supplied last year is of 103%. This percentage includes also the debts for the previous years. Babici was not too satisfied with the interim mayor’s proposal regarding the letters of guarantee, because the gas supplier does not accept the supply on the basis of papers. Babici said that this thing will determine the population not to pay off their debts. In Vasile Ursu’s opinion, “Termocom” should acknowledge the fact that the population will not be able to pay their debts completely, especially the categories of people with limited incomes that pay the debts during the year. The mayor asserts also that the enterprise should take into consideration the necessity of connection to the network of the residents without debts of the blocks with left debts. At present, in Chisinau there are connected to the heat network 1320 block of flats of about 2800 blocks endowed with heat systems, the percentage of connection being of 43%. The most of connected blocks belong to the municipal fund - 1218 of 1644. 57 of 613 blocks of the residents’ privatized Associations, 17 blocks of 321 Construction Cooperatives, and 28 of 247 departmental houses were connected as well. Head of the general communal-dwelling Division, Mihai Solcan, asserted that the connection process goes on; following to supply with heat the Airport and Codru districts. This process will continue despite the people’s requests to delay the connection of the thermal supply. According to Solcan, the connection of all blocks during one day, once the weather becomes colder, is impossible, that’s why the works will be performed gradually. According to the same source, the connection of a number of 320 blocks of apartments that paid less than 90% remains problematic. The interim mayor is indignant that the schools in about half of suburban areas are still unconnected to the heating network. He asked to perform all the necessary measures to settle this situation during the current week.
