The head of the General Communal Department (DGLCA) of the Chisinau City Hall was warned by the Chisinau Prosecutor’s Office to liquidate the violations occurred during the purchase of goods and services, Info-Prim Neo reports. According to the information presented by the General Prosecutor’s Office, it was asserted during the control carried out by prosecutors, that at the public auction, organised in order to purchase vehicles, no concurrence whatsoever existed between the offers of the companies and the lowest price comparison criterion was not applied, although the Law on the purchase of goods and services for the necessities of the state and the provisions of the Regulation on public purchase from a single source stipulate so. In the case of the aforementioned auctions, a single company, which was offered the auction-related documents, was registered, namely “Daac Autosport” Ltd, and the goods to be purchased were two Dacia Logan cars and one Dacia Logan Laureat. At another auction, organised on May 31, 2006 by DGLCA on the purchase of construction materials, six offers had been filed, all six bidders winning the auction. Prosecutors asserted that in the case of these public auctions, no competition existed between the offers of the companies and the lowest price comparison criterion was not applied. The working group received a single offer for a certain batch of solicited materials, and the batch was purchased at the prise settled by the bidders, fact which violates the provisions of the Law on purchase of goods and services for the necessities of the state. The head of DGLCA, Mihai Solcan told Info-Prim Neo that he does not know anything about the warning of the Municipal Prosecutor’s Office, either about the press release informing about the warning. Solcan says that the purchases of goods and services are performed according to the legislation in force.
