Five days after a six-year old lost his life because of an unauthorised building site, the persons in charge from the specialised municipal services can not name the persons who are responsible of the unauthorised building located on Columna Street. Rascani District head Reghina Apostolov told the session of the City Hall on Monday, August 20 that she found about the unauthorised building site only after the accident. She said that at the moment when she was appointed, the construction was already built, thus she could not have any suspicions in this case. At the same time, the quoted source says that since she holds the office (half a year), she did not manage to evaluate the activity of all the economic entities working in the field, as they are over 18 thousand. At the same time, Apostolova says that “Igiena Plus” Company, which is the owner of the construction, did not answer to the requests of the district office to present the documents for several building sites it has in the district. Reghina Apostolova announced that she will find out the name of the civil servant who is responsible of the unauthorised construction only after she will discuss with the former interim head of the district and with the persons in charge from the district office. However, Mayor General Dorin Chirtoaca says that someone from the municipal structures knew about the construction of the building and will make everything possible to find the person. He said he “is convinced that when it is necessary the situation in a district is known in every detail”. The Mayor asked the officials to propose variants in the case of the building site, presenting several for his part: to transmit the administration rights to the state or to demolish the construction. The legalisation of this construction, as well as of the similar ones in Chisinau will be impossible from now on. The Chisinau Municipal Council is to approve the annulment of a previous order issued by the local authorities, on the ground of which the unauthorised constructions could be legalised. “As long as we do not have a steadfast attitude in what concerns the unauthorised constructions, we will not be able to solve too much things in Chisinau”, the mayor says. The Department for Authorisation and Discipline in Constructions was appointed to perform a supplementary investigation of the constructions in the Municipality of Chisinau in order to determine the real number of unauthorised constructions. At the same time, the head of the Department, Gheorghe Raileanu promised that he will present an eased procedure on the demolition of unauthorised constructions within one week.
