The citizens who registered in the system to get on-bill compensation for energy costs can see the calculations based on which the household’s energy vulnerability degree was determined. In the Personal Account, they can see the global monthly income of the household and the income available for paying for energy after the minimum costs are deducted. There are also presented the estimated cost of energy in winter for the household at non-subsidized charges and the ratio of costs for energy resources to the income available for paying for energy, IPN reports.

The Ministry of Labor and Social Protection said the information system automatically set the energy vulnerability degree of the households registered on the platformă based on the aforementioned ratio expressed in percentage.


For the most vulnerable households, the category doesn’t depend on R% – ratio in percentage – and is calculated based on the ratio of the global monthly income of the household (VGL) to the minimum costs of the household (MCF or minimum consumer basket).

The category of non-vulnerable consumers includes consumers who asked to be included in this category, who own residential property to the value of over 4 million lei, whose members earned dividends higher than 1 million lei the previous year and the households for which the costs for energy, at current prices, represent less than 5% of the income available for paying for energy (after basic costs are covered).

The primary vulnerability category includes consumers whose costs for energy at the current non-subsidized charges represent 5% to 10% of the income available for paying for energy (after basic costs are covered).

The low vulnerability category – if the costs for energy represent 10% to 20% of the income available for paying for energy (after basic costs are covered).

The average vulnerability category – if the costs for energy represent 20% to 40% of the income available for paying for energy (after basic costs are covered).

The high vulnerability category – if the costs for energy represent over 40% of the income available for paying for energy (after basic costs are covered).

The very high vulnerability category – if the household’s incomes are lower than the consumer basket for the basic costs and 60% higher than this basket.

The extreme vulnerability category – if the household’s incomes are lower than 60% of the consumer basket for the basic costs.
