Citizens can file petitions in electronic form too

The people will have the possibility of submitting not only written or oral petitions, but also electronic ones. The Parliament passed a relevant bill in first reading on October 18. Under the bill, the electronic petitions must contain such information as the name, surname, place of residence and electronic address of the petitioner and meet the standards of an electronic document. They must be signed digitally as required by the legislation. According to the Ministry of Justice, the bill’s author, the new method that is designed to ensure the exercise of a subjective right or the fulfillment of a legitimate personal interest will contribute to a more effective and quick examination of the petitions addressed to state bodies, enterprises, institutions and organizations. The Ministry says the persons can file the petition and receive an answer very quickly and this is an argument for introducing this form of petition and also an advantage. After adoption in first reading, the parliamentary juridical commission for appointments and immunities will decide when the bill should take effect, because the local and central public authorities do not have possibilities of informing the authors of electronic petitions about the results, in compliance with the legal stipulations.
