Citizen reveals criminal schemes employed by bailiffs in Moldova

Citizen Orest Andronachi complains he has suffered as a result of the illegal actions of banks and bailiffs in Moldova. He said he tried to defend his rights and property in court, but failed to. “Three criminal cases in six volumes were examined during seven years and they all were dropped one night,” Orest Andronachi stated in a news conference at IPN.

He related that in 2009 the family’s jurist suggested starting a catering business. His wife and two more partners, among whom was the jurist, raised a bank loan and put the assets of another family business up as collateral. The building of the first restaurant started in 2010. The jurist became a business partner responsible for finance management. An audit initiated by the couple in half a year of the opening of the restaurant revealed a number of irregularities. Shortly afterward, the jurist together with his family moved to the U.S., taking the 400,000 lei monthly revenues of the restaurant with him.

Orest Andronachi said he notified the National Anticorruption Center, which ordered to institute legal proceedings. The subsequent examinations also identified irregularities committed by the bank that released the loan. “The criminal case was dropped as a result of a call made from the “golden building”, specifically the head office of the Democratic Party.”.

He continued to repay the loan, but could no longer pay interest and the collateral was thus taken away from them and sold at a much lower price than the real one. The jurist who ran away with the money was arrested in Russia in 2015, but was released following the intervention of lawyers and the case was dropped. The prosecution was resumed in two years and last summer the jurist was arrested again, this time in Poland, but the case was dropped the second time one night and his former partner was set free. It happened under the influence exerted by representatives of the PDM.

Orest Andronachi stated he was the target of a “raider attack”. The criminal cases were dallied for seven years and the decisions to drop them were taken overnight. He accuses bailiffs Nicolae Pașa and George Boțan of abusing their authority in more than one case. His family remained without an apartment and without the car.

Nikolai Kostyrkin, who was presented as a journalist, came to the news conference to plead the cause of Orest Andronachi. He challenged the legality of some of the actions of the national law enforcement bodies and bailiffs, giving as examples the case related in the conference and those about two families that were evicted from apartments presented a week ago.
