Ciocana 'chicken coop' can't be demolished, court rules
An unauthorized construction at 20 Alecu Russo St in Chisinau, dubbed in scorn by the Mayor “the Ciocana chicken coop”, cannot be demolished despite the Municipality's efforts, after the Chisinau Court of Appeals delivered an irreversible decision in favor of its owner.
Mayor Dorin Chirtoaca stated he was deeply upset by the outcome of this controversial case in which an unauthorized construction was erected on municipal land. “This is a classic scheme to legalize unauthorized constructions. The 'coop' was erected without any document. And there's nothing we can do”, complained the Mayor.
Nistor Grozavu, the deputy mayor in charge of constructions, said the Municipality would seek solutions. “A construction just cannot stand on a plot of land which the builder does not own. Besides, there is also a road and sidewalk there, how are people supposed to walk there? It's just wrong!”, said Nistor Grozavu.
In addition to obstructing the passage of pedestrians on the sidewalk, the building in question also stands in the way of the Municipality's plans to make Alecu Russo St broader.
