Chisinau’s refit Plan envisages creating tourist and business zone “Eco-Nistru”

The Territory’s Refit Plan (TRP) of Chisinau municipality envisages creating a tourist and business zone, named “Eco-Nistru”. The project could be carried out in the east of Municipality including Tohatin, Vadul lui Voda, Colonita, Ciorescu, Bubuieci and Budesti villages. The item was discussed on Thursday, February 8, in Tohatin as part of the public debates on TRP elaboration. Chief architect of Chisinau Nicon Zaporojan told Info-Prim Neo that another ambitious project for this zone of Chisinau is the transport corridor Helsinki-Chisinau-Odesa, which will pass via Budesti. As Zaporojan says, the local budget will finance these projects in proportion of 2%, state budget - 13%, the rest of money will come from European grants. Nicon Zaporojan says that by carrying out these projects, tourist circulation in Chisinau will be ensured throughout the year, in particular by means of rural tourism. Mihai Roscovan, director of Business Consulting Institute (BCI), one of the authors of the project designed for the Chisinau General Urban Plan General (GUP), told Info-Prim Neo that during the debates, the people’s major objections aimed at the lack of a clear delimitation of the territories on the outskirts of the villages and towns. Many towns are revolting that municipal and governmental authorities interfere in redistributing lands without consulting the local public authorities. Also, there is the problem of the agricultural associations, created by Government decisions, of which lands have been used for building villas. At present, the owners of these buildings have no residence visa and do not pay taxes in the local budget, though the local authorities are obliged to supply the new settlements with utilities. The changes on the outskirts of the settlements are performed by Government decisions, but the central authority does not further ensure the fulfilment of the legislative provisions on these lands, Roscovan says. About 160 investment projects intended to refit the territory of Chisinau municipality are planned to be carried out until 2025. They aim at economic, social development, public utilities, condition of environment, development of dwelling sector. The last debate on TRP was held on Friday, February 9, in Truseni community. The population’s suggestions will be examined within 30 days to decide weather they can be included in the project. TRP is a plan of the entire municipality, in which the city and the 17 settlements with 34 villages are included. The document is conceived as a refit strategy until 2025 and will be a guide document for working out the urban plans of all the settlements. The project of the Plan for refitting the municipality’s territory and GUP have been worked out by “Urbanproiect”, BCI and IHS Romania in compliance with the international practice related to the management and planning of the urban development. The public debates are organised from January 17 to February 10 with a view to gathering opinions, suggestions and recommendations of the participants to improve the projects intended for the Plan to refit the territory and Chisinau General Urban Plan. After finalizing the public hearings, the two documents are to be approved by the Chisinau Municipal Council, and then they will become official documents for regulation in the field of urbanism and territory’s refit.
