The general revenues of the municipal budget for 2024 were projected at 7.56 billion lei. These include specific purpose transfers from the state budget in the amount of 3.99 billion lei and an expenditure of 8.2 billion lei, with a budget balance of 644 million lei, IPN reports.
This balance is to be covered primarily with the balance of funds accumulated at the end of the 2023 budget year. This also includes the sale of apartments to the population, the purchase of shareholdings in the share capital of municipal enterprises and joint stock companies, but also the receipt or repayment of internal and external loans.
Transfers from the state budget account for 52% of the total revenues of the capital’s budget, which means that the municipality of Chisinau 52% depends on the state budget. This is followed by deductions from personal income tax – 33% and own income, such as local taxes and property taxes– 11%.
The 2024 budget expenditure is by 11.1% or 850 million lei higher than in 2023. The largest expenses are in the field of education (3.9 billion lei), followed by services the economy, housing and public amenities, culture, sports and youth.
Between May 31 and June 21, the Chisinau City Hall staged public consultations on the draft decision concerning the approval of the Chisinau municipal budget for 2024. On June 12-21, 13 public consultations were held on the draft decision with physical presence and online.
