The Chisinau territorial division of administrative control of the Ministry of Local Public Administrating appealed against the decision of the Chisinau Municipal Council (CMC) to appoint Mihai Ghimpu as chairman of the Council. The first hearing will take place on February 18 at the Court of Appeals Chisinau. CMC and Mihai Ghimpu deny the accusations, Info-Prim Neo reports. According to the head of the Chisinau territorial division of administrative control Ghenadie Gluscenco, a number of legal procedures were infringed when Mihai Ghimpu was elected as chairman. The decision was made without including the given issue in the agenda beforehand. Also, the informative note was absent and the specialty commissions of the CMC did not give their consent. The petitioner says that the activity of the CMC chairman incurs certain costs, but the given decision did not indicate the source from where to cover the given expenses. Under the law on the local public administration, the legal status and powers of the CMC chairman will be stipulated in the law on the status of the municipality of Chisinau. But this law does not envisage the post of CMC chairman. As the Council did not have prerogatives, it should not have elected the CMC chairman, says Ghenadie Gluscenco. The CMC representative in court and Mihai Ghimpu denied the accusations, stressing that the decision was taken by observing all the legal norms. They said that the election of the CMC chairman was introduced in the agenda on the proposal of a municipal councillor at the beginning of the meeting and could not be approved by the commissions because it was a political decision. As to the financial expenses, Ghimpu said that he has not yet received his salary, has not been employed and does not use public funds in his activity. He considers that the legal action taken is a political decision. Mihai Ghimpu, the leader of the Liberal Party (PL), was elected as chairman of the Chisinau Municipal Council on October 11. Twenty-seven councillors voted in favour of him.
