Chisinau municipal councilors debate Council president’s dismissal

The Chisinau municipal councilors are debating on whether to include, into the order of the day of Monday’s sitting the proposal to dismiss the Council president, Mihai Ghimpu, by secret vote. The initiative belongs to the Christian-Humanist Party member, Oleg Oniscenco, who accuses Mihai Gimpu of not being able to efficiently organize the work of the Chisinau Municipal Council (CMC) and to create a balance among the political forces forming the local administration. More factions opposed the proposal. The leader of the Moldova Noastra Alliance faction, Pavel Caba, called on colleagues to show good understanding. He recalled there was a trial heard by the court as to the legality of appointing the CMC president. According to him, the proposal of dismissing Mihai Ghimpu is not welcome, until the court takes a decision. In ten minutes either the Liberal-Democratic faction announced they wouldn’t back up the proposal on dismissing the CMC president what would even a greater havoc in the Council and entire Chisinau. Democrat councilor Oazu Nantoi has said, although he considered Mihai Ghimpu is to blame for the state of things in the council, he won’t vote to sack him, because it is a question of a challenge on behalf of the ones eager to disunite the democratic forces within the Council. Corina Fusu, the president of the Liberal Party has called on her colleagues from the majority alliance demanding them to stick to the previous commitments to keep active the democratic nucleus in the city. Corina Fusu has mentioned Ghimpu’s merits and invoked an article of the Local Public Administration Law providing for the fact that president can be dismissed by 2/3 of councilors, following a due proposal of at least 1/3 of councilors. The Ravnopravie social-political movement councilor Valeri Climenco has said he will support Oleg Oniscenco’s proposal because the present CMC chief makes proof of organizing impotence. “Never ever during nine years since I have been a councilor, there was bigger chaos within the CMC,” he said. The Social-Democratic Faction have announced they won’t conditionally support to include the CMC president’s dismissal into the order of the day. The faction leader, Eduard Musuc has asked that Mihai Ghimpu shall commit to have a balanced behavior in the future and to represent the positions of all the factions in the relation with the mayor, not only the one of a single party. At the same time, the mayor was asked to show a behavior guided by the citizens’ interests and not to see as prior the kin relationships. The Social-Democrats also plead for approving of a new regulation of the CMC which should implicitly provide for instituting a steady bureau as an advisory board, as well as transferring the councilors’ questions for the end of the sitting. Musuc has asked for a break to discuss his conditions which coincided with the councilors’ lunch time. When this news story was released, the local councilors were still debating the issue.
