Mayor Dorin Chirtoaca wants to solve the main problems of “Apa-Canal Chisinau” JSC (ACC) together with the adjusted tariffs for the supplied water and sewerage services provided by this company, so that the residents have high-standard services and regain their trust in this company. ACC Director Constantin Becciev accompanied by the mayor toured the main utilities of the company on Thursday, July 5: the Nistru water plant, the water treatment plant, the Chisinau wastewater treatment plant and a location where leakages are registered. At the headquarters of the company, Becciev showed to the press the water meters which are brought by the residents to be repaired. According to him, the majority of meters in the apartments are at present of A and B type, which were not designed to show the volume of water to be included in the bill. This is the main cause that leads to “the controversial difference between the volumes”. The modern meters, which cannot be rigged, are C-type, but they are installed in only 5% of apartments. In what concerns the maintenance of the measurement devices, Becciev said that many normative acts “contradict each other” when it comes to establishing who is in charge: the supplier or the consumer. Under the Law on consumer protection, the supplier is the one to cover expenses for the installation and maintenance of the meters, while other normative acts stipulate the opposite. Although the Government decision no.191 of 2002 stipulates that the utility supplier shall pay for these services for a separate charge, its calculation method was not yet established and it was not yet instituted by the local public authorities. Becciev expressed his hope that once the new Regulation on the maintenance of meters is finished by the Government, it would be clear from what resources and who shall be in charge for the maintenance of meters. Mayor Dorin Chirtoaca requested the leadership of ACC to examine once again, together with competent lawyers, the provisions of the legislation on the maintenance of meters and present to the City Hall a detailed report which will be discussed by the Chisinau Municipal Council.
