Chisinau Mayor: It's certain we'll have pressures as for heat supply

After the Government's turn-down, the Chisinau City Hall is seeking for money to pay off its debt to SA Termocom heat supplier. General mayor Dorin Chirtoaca sees the solution in allocating a part of the money from additional incomes, Info-Prim Neo reports. “It depends on the Municipal Council if we'll pay less because of the difference of the charge this heating season, compared to the 20007-2008 one. It's certain we'll have pressures as for the heat supply as the cold season begins, because of the debts,” the mayor told Monday's sitting of the City Hall. He has asked the Finance Direction to negotiate with Termocom in terms of paying the charge difference in stages. “The charge was imposed by the former council without having financial coverage,” he said. (The City Hall pays a part of the dwellers' heat charge -- IPN's note). He has demanded his subalterns to compute the amount which can be transferred to Termocom from additional incomes. As for the amount of the debt to Termocom, the head of the legal direction, Diana Gurschi, has said the municipality accepts the decision of the court to add 23 million lei more to those 197 million, so the City Hall accepts its debt is 220 million lei. Other functionaries assured everything related to the start of heating in the cold season is OK, except for the financial issue. According to the Housing Direction, Dionisie Boaghie, 99% of dwellings ar5e ready to receive the heat. “Compared with the similar period of last year, it's a percentage 3 times higher for this period,” Boaghie stated. When asked how much time Infocom (computing company) needs to apply the subvention regulation considered by the Chisinau Municipal Council (CMC), its manager, Ion Margineanu, has told the mayor he can do it as soon as it's adopted. “We have all the data as to the area of dwellings and the number of dwellers,” Margineanu informed, adding they have already established a pattern to compute the heating charge. In case the regulation on subventions is adopted, the City Hall's expenditures may dwindle twice, say City Hall officials. The councilors are to vote on the regulation on Tuesday, Sept. 23.
