Chisinau may not have heat again, Chisinau Municipal Council (CMC) chairman Eduard Musuc warns. The deadline negotiated by the CMC and the heat suppliers expires on Friday, November 21. The CMC chairman and the Chisinau mayor accuse each other for this situation, Info-Prim Neo reports. Eduard Musuc told a news conference that mayor Dorin Chirtoaca had not proposed a draft decision concerning the heat charge for the order of the day of the CMC on Thursday . Musuc, who represented the municipality at the talks with Moldovagaz and Termocom on overcoming the heat crisis, is ignorant of the further actions of the two suppliers. He says the City Hall has not concluded any agreement with the Government and banks to get loans to pay the debts to Termocom heat distributor. “The municipality for overcoming the crisis belongs to the municipality,” the CMC chairman stated. He suggests the mayor to cooperate “closely, sincerely and without any politics” to overcome misunderstandings. In response, Dorin Chirtoaca says the City Hall considers justified the present price of 540 lei/Gcal and does not back a tariff hike. “It has no logic to reconfirm the tariff.” Chirtoaca says, since the CMC insists on including the draft into the agenda, he did so back in November 12, sending the decision in which Termocom proposes 842 lei/Gcal. Yet the project is not endorsed by the Financial Direction, because the City Hall does not agree with the charge sought by the supplier. The mayor says he asked the Finance Ministry for a loan, but got no answer. He says he has learnt from unofficial sources the Government refuses to lend money to the City Hall and lied when it expressed its availability to do so. Dorin Chirtoaca says it does not see it to be solution to borrow money from banks. According to the memorandum, signed on November 12, Moldovagaz is entitled to dwindle and even to halt delivering natural gases to Termocom and power plants, in case the Chisinau municipality does not observe its commitments, and adopting a heat tariff of 740 lei/Gcal and paying the debts to Termocom are among the first. Both the mayor and any councilor can put up drafts to be considered by the CMC.
