Councilor Oleg Cernei of the Moldova Noastra Alliance Party says he will notify the Prosecutor’s Office to investigate cases of offering bribes to citizens by the constructors interested in investing in mansard roof addition projects in Chisinau city. Oleg Cernei has told a City Council meeting on Thursday he possesses information that some businesses, helped by managers of the housing sector, are attempting to persuade citizens, in exchange for certain sums of money, to write petitions to the Municipal Department for Housing and Public Amenities requesting that the blocks they live in be included in the mansard addition program. According to the councilor, the sums offered in exchange for such a favor range from 100 and 2,000 lei. When asked by Info-Prim Neo to give names, Cernei said he would do that when he gathers more evidence about those unlawful practices. At a previous CMC meeting, City Hall authorities announced they had issued the first authorizations allowing remodeling of several buildings in the city with mansard roofs and revealed a list containing about 160 residential blocks where building mansard roofs was possible. The presented information aroused dissatisfaction among councilors. Oleg Cernei demanded then that the issued authorizations are withdrawn, citing procedure breaches. According to him, such authorizations shouldn’t have been issued in the absence of a special regulation adopted by the CMC, which should prescribe requirements for the applicant builders. Oleg Cernei also insisted that the investors willing to build mansards should be designated following public contests. On Thursday’s meeting Cernei complained the situation hasn’t changed since. Mayor Dorin Chirtoaca refuted the accusation, stating there is a functional regulation governing the filed, which will be shortly replaced by a new one, meant to improve the normative framework in the field.
