Chisinau kiosks investigated by ANPC
The National Agency for Protection of Competition (ANPC) will investigate the City Hall decisions on the placement of kiosks. Viorica Carare, ANPC director, held a press briefing on June 28, where she announced that the investigation began after an enterprise complained about discriminatory treatment by the local authorities, Info-Prim Neo reports.
Viorica Carare said that according to a decision of the Chisinau Municipal Council, the placement of kiosks and other mobile commercial points was forbidden within 50 meters from trade and public alimentation stable enterprises.
“We’re investigating whether the kiosks have a license or not and if the conditions are the same for everyone. The complaint was that enterprises aren’t treated the same. Some of them are allowed to place stands, while other not. This is discrimination, lack of transparency and of clear criteria when taking such decisions. The City Hall activity shows signs of inequity and favoritism towards some companies”, said Viorica Carare.
ANPC is also investigating the issuing of authorizations for kiosks in the historical center of Chisinau, which was also forbidden by the CMC, except for newsstands.
Viorica Carare added that another company complained that Apa-Canal Chisinau charged additional fees for the pre-treatment of sewage water, besides the established tariffs for water and sewage services. “The municipal enterprise transformed from a company into a control organ. It sets the rules and besides contractual relationships, it operates controls, issues prescriptions, applies penalties and cuts off the company from the sewage system”, she stressed.
The ANPC director promised to offer new details in the near future.
