Chisinau houses to be heated till beginning of April

The centralized heat will be provided in the Chisinau municipality till the beginning of April. Although the municipal authorities planned to stop the heating season on March 21, the unfavorable weather expected by the end of this month claims to prolong the season, Info-Prim Neo reports. According to deputy mayor of Chisinau, Vlad Cotet, the heat will be further delivered as below 0 temperatures are expected on March 28, 29 and 30. The supply will be ceased when the average daily temperature will be +8ºC three consecutive days. The deputy mayor says the City Hall has received no complaints from citizens claiming excessive heat in apartments. Some dwelling block managers call Termocom representatives to seal the heat meters, if dwellers ask so. Now the heat supplier Termocom SA delivers the heating agent at the lowest temperature possible -- +65ºC at the source. Vlad Cotet also says block managers can also regulate the temperature of the heat. General mayor Dorin Chirtoaca has said he is certain the next heating season will be very difficult, especially because of the charge for the heat. Now the municipality is seeking for solutions to get supplementary money. He discussed with officials from the European Bank for Reconstruction and Development the opportunity of starting a new cooperation, yet the latter ones conditioned it with paying off the debt of the water-supplier Apa-Canal Chisinau SA. “Unless we find sources to cover the tariff-related expenses, there is a risk to be blackmailed at the beginning of the next season,” Dorin Chirtoaca said. Deputy mayor Mihai Furtuna has reminded that the court obliged the Chisinau Municipal Council (CMC) to issue a decision on adjusting the heat charge for the private people. The deputy mayor has described the move as pressure on and harassment of the City Hall. Mihai Furtuna says the relevant subdivisions will present, as due, a tariff based upon Termocom’s work for the CMC’s approval. He says the heater recorded a profit of 36 million lei in 2007. According to Furtuna, it would be logical to set a lower charge, as thus the company will offer the citizens the possibility to honor their duties. In November 2007, Termocom SA asked for a tariff of 715 lei /Gcal. The last calculations presented by the monopoly supplier show on the need to set a tariff of 912 lei/Gcal. Now the court is considering two lawsuits filed by Termocom against the CMC.
