Chisinau has not yet adopted official position on last week's incident in security zone
The incident that happened in the security zone on October 30 is much more serious than the 2001 incident, when the then President of Moldova Vladimir Voronin was banned access to the Transnistrian region as the commanders of the peacekeeping troops coordinate the situation in the security zone and set the rules of the game, said the member of the Joint Control Commission (JCC) Ion Leahu.
The supreme commander of the Moldovan contingent in the joint peacekeeping troops, Colonel Aurel Fondos had been held last week at the Transnistrian customs post for seven hours. He escaped arrest only because he was surrounded by military observers.
Asked by Info-Prim Neo, Ion Leahu said that Fondos was stopped by Transnistrian militiamen. But then the head of the customs post also got involved. He told him to identify himself and let the officers check the car. Leahu said that under the documents adopted by the JCC, the members of the Commission and the commanders of peacekeeping troops cannot be stopped and searched.
Fondos demanded calling the group of military observers. The observers gained access to the customs post with delay as they were asked to present the authorization of the supreme commander of the Transnistrian peacekeeping troops. When the military observers came, Fondos allowed checking his car. He was transporting several sacks of potatoes and cabbage from the battalion in Cocieri to the battalion in Cosnita. The customs officer said Fondos was smuggling goods and asked him to show the certificate allowing transporting the potatoes and cabbage. He said he received instructions from his superiors to escort Fondos to Dubasari.
Colonel Fondos was set free only in the evening, after 19.00, when the other supreme commanders of the joint peacekeeping forces (the representatives of Russia, Ukraine and Transnistria) announced they decided to travel to the scene.
Ion Leahu said that everything depends not on regulations, norms and agreements, but on the position of the representative of Russia. “When he ordered that all the commanders should go there, Fondos was discharged.”
Officials of the former Ministry of Reintegration said the authorities decided not to make public the incident until it was clarified. The issue will be discussed by the JCC on November 5.
On November 4, the Deputy Prime Minister on reintegration matters Victor Osipov said the Government of Moldova has not yet adopted an official decision on the incident.
