The Social-Ecological Division is merged with the Public Amenities Division, while the Agriculture and Food Division unites with the General Division of Economy, Reforms and Property Relations. The Culture Division is absorbed by the General Division of Education, Youth and Sport. The Health Division and the Chisinau Municipal Population Support Fund Division merge with the General Social Assistance Division by absorption. A decision to this effect was approved in the February 7 meeting of the Chisinau Municipal Council by the votes of 27 councilors, IPN reports.
The reorganization of the divisions, in particular the fact that there will be no Health Division, generated criticism on the part of the Liberal councilors, who said that the people will be disoriented and there will be total chaos. Economic and legal studies should have been carried out before taking such a decision, said Liberal councilor Ion Cebanu.
Ala Nemerenco, of the PPEM, replied that the Health Division unjustifiably spent money from the municipal budget. The General Social Assistance Division with 54 employees had administrative costs of 1,400 lei per employee, while the Health Division with 16 employees spent 10,000 lei on employee. “This is not efficiency!” stated Ala Nemerenco. “Three years ago, the Health Division spent 1 million lei on a health strategy that we haven’t yet seen.”
“The organogram should have been amended long ago. We respond to the Liberals that we do not intend to occupy posts. We want a public contest to be announced,” stated Socialist council Ion Ceban.
In the February 5 meeting of officials of Chisinau services and divisions, acting mayor Silvia Radu urged the head of the Health Division to resign.
