Chisinau Council will be forced by court to increase heating charge
The Chisinau Municipal Council (CMC) will be compelled by the court to raise the heating charge. According to a communique from Termocom SA, cited by Info-Prim Neo, the heat supplier on February 4 appealed to the Court of Appeals Chisinau to summon CMC to court and oblige it to approve an administrative document regarding the adjustment of the tariff on the heat supplied by Termocom SA for all the categories of consumers.
The communique says that on November 27, 2007, the heat supplier presented a draft decision about the adjustment of the heating charge in 2008 to the CMC, but the Council, without examining the given decision, on December 4, 2007 decided not to raise the charge and to stop covering the difference in the tariff of 540.82 lei and the charge of 233 lei paid by the population, without having legal and economic grounds for doing so.
Termocom SA says that the artificial maintenance of the heating charge is inadmissible in the present circumstances because the energy suppliers do not accept new debts and take tougher measures (warnings issued by Union Fenosa Group, reductions in the volume of natural gas supplied by Moldova – Gaz SA), fact that can result in the disruption of the centralised heat supply in the municipality of Chisinau.
