The Chisinau Municpal Council (CMC) accepted none of the two ideas to modify the heat compensation regulation. The Communists (PCRM) proposed that the municipality grants compensations to all households, as they would pay but 233 lei/Gcal, regardless of the tariff. The Social Democrats (PSD) consider only certain categories should benefit from assistance, without having to prove it to the authorities, Info-Prim Neo reports. Svetlana Popa, the PCRM faction leader, says the present compensation regulation is not working. “There budget does have money. There enter some 50,000 euros a month only from outdoor advertising,” she said. CMC chairman Eduard Musuc says “any solution is better than the present regulation” and proposed to give compensations to the elderly, retirees, disabled, participants in wars. The two proposals were criticized by the opposition factions. Liberal democrat faction leader Alexandru Tanase has said no decision may be adopted, until the new heat tariff is established. “The two so-called social-assistance projects are not justified. The PSD's proposal repeats the articles from the regulation in force, while the PCRM's proposal is populist and financially ungrounded,” said Liberal faction leader Corina Fusu. “The two factions try to polish their image ahead of the electoral campaign,” opined councilor Oleg Cernei from Moldova Noastra Alliance. Referring to the PCRM's idea, mayor Dorin Chirtoaca said it was irrelevant and would be a deviation from the previous commitment assumed by the CMC. “It would be a mistake to renounce the reform to help only the ones in need,” the mayor said. Housing Direction head Petru Gontea has said the PSD's idea would generate lots of mistakes and would lead to allocating money unjustly.” He says the present way of granting assistance to the people with a monthly income below 1450 lei per family member does work. After four hours of debates the councilors rejected both ideas.
