Chisinau Council comes together for last meeting this year

The Chisinau Municipal Council (CMC) will hold its last meeting this year on December 20. The councilors are to discuss a number of issues, including the 2013 budget in the first reading. The local office holders admit that the activity of the CMC this year was not the best, but hope that the meetings next year will be productive, Info-Prim Neo reports. Contacted by Info-Prim Neo, Mayor of Chisinau Dorin Chirtoaca said that the agenda includes a series of draft decisions that are usually adopted at yearend. The councilors will examine issues concerning the fulfillment of the municipal budget in the first nine months of 2012 and will adapt the 2012 budget. The taxes for 2012 are to be confirmed. The head of the Liberal faction Ion Gabura said that at this last meeting they will make the last attempt to vote the 2013 budget in the first reading so that it is approved in the final reading in January. He voiced hope that the meetings next year will be more productive and the cooperation between the factions of the ruling alliance and the opposition will be efficient so that they adopt a number of important decisions. The Communist faction’s head Boris Golovin has told Info-Prim Neo that the Communist councilors have a number of suggestions on the 2013 budget and will vote for it in the first reading only if these proposals are accepted. As to this year’s meetings, Boris Golovin said that not all of them were held in accordance with the regulations. He referred to the September 17 meeting that was convened without announcing the Communist faction. According to him, most of the meetings were summoned as an emergency and the agenda items were made public very late. Boris Golovin said that he would like the agenda next year to be made known at least 10 days beforehand. Ghenadie Dumanschi, head of the Liberal-Democratic faction, said that the December 20 meeting is more a technical one because most of the issues have been discussed, including the budget for 2013. He expressed his confidence that next year the meetings will be more constructive as 2012 was a rather hard year for the CMC. Under a decision approved by the CMC earlier, the meetings are held on the last Thursday of the month. Given that it is the end of year, this month the meeting will take place earlier.
