Chisinau City Hall will have a new division
An Internal Audit Division will be set up at the Chisinau City Hall. It will deal with the formulation of medium-term strategic plans, according to the policies and directives of the Chisinau administration. “The division was created with the aim of improving the financial management and control system of the City Hall,” said Mayor Dorin Chirtoaca, quoted by Info-Prim Neo.
The division will have seven employees – one division head, one deputy head, three consultants and two senior specialists. The monthly salary budget was set at 7,450 lei.
One year ago, the Chisinau City Hall was involved in the implementation of the project “Development of the Internal Audit for the Local Authorities of Moldova”, which was financed by the Ministry of Foreign Affairs of Poland through the program “Polska Pomoc”. The project was implemented by the Poland-Ukraine Cooperation Foundation PAUCI and the Business Consulting Institute in partnership with the Iasi-based company Addvances and the center Expert Grup.
“The budget money in the local public administration system of Moldova is now managed appropriately. But the results achieved by the City Hall in satisfying the public needs leave much to be desired,” said Veaceslav Bulat, expert of the Business Consulting Institute. “Therefore, the public institutions should aim to obtain results by using limited financial resources. This can also stimulate performance in the public sector.”
According to Bulat, the task of the internal audit is to assist the managers of public institutions, the mayor in the case of the local public authorities, in efficiently using the budget money.
The Audit Office of Moldova, which examined the financial records of the City Hall's divisions in 2009, insisted on the creation of an Internal Audit Division.
