Chisinau City Hall risks losing part of its property

The Chisinau City Hall lost a number of important buildings located in central Chisinau as a result of a conflict with Moldloto that has lasted for about 20 years. Now it risk losing a plot of land of about 20 areas. Though the Supreme Court of Justice accepted the City Hall's appeal, the conflict is far from being solved, Info-Prim Neo reports. Moldloto, a company that sells lottery tickets, wants to deprive the City Hall of 20 areas of land on which there are buildings of the local public administration. These buildings belonged to private entities and were nationalized by the Soviet authorities in 1947. According to the deputy head of the Land Division Nicolae Craciun, in 1971 the state-owned agency Sportloto rented a building from the local public administration. The City Hall took it over in 1974. In 1997, the mentioned company, which was reorganized into Moldloto and had partially private capital, sued the City Hall, demanding that it return the building. In 1998, the application was accepted, but in 2001 it was annulled by the Supreme Court of Justice. In 2006, the Economic Court ruled again in favor of Moldloto, while the City Hall did not appeal the decision. Mayor of Chisinau Dorin Chirtoaca considers that it was done intentionally. “Moldloto received the ownership right over municipal property by court decision, not by participating in the privatization, as required by law,” the mayor said. In 2007, Moldloto appealed to the court again to receive another 245 square meters of office from the City Hall. In 2009, the Economic Court accepted the application, but the City Hall challenged it. On December 23, 2009, the Supreme Court of Justice accepted the City Hall's appeal and sent the case back to the Economic Court for review. Attending the hearing, Dorin Chirtoaca said that he Supreme Court of Justice made a right decision, but it could also bring the conflict to an end. Representatives of Moldloto did not come to the hearing and could not be found for comment. A similar case happened with the company Paradis, which rents a part of the City Hall's building. In this case, the Supreme Court of Justice rejected the company's application.
