The Chisinau City Hall Monday continued to demolish the construction located near the commemorative stone “Filip Lupascu” that veterans of the Transnistrian war started to erect last week. “We went to the building site and saw workers of the City Hall taking it down. We left, but will continue to follow the process,” veteran Sergiu Tataru stated for Info-Prim Neo. In Monday’s meeting of City Hall officials, deputy mayor Nistor Grozavu said that in 1992 a person obtained an authorization to build a construction on the plot situated on Ipotesti St, which was municipal property. Later, he sold the plot and the unfinished construction to another person. Consequently, the seller remained with the plot and the construction, while the buyer believed that he acquired them. The second owner later erected a building on Ipotesti St, on the basis of a court decision. The building was registered with the state-run company Cadastru, without the adjoining land, and was immediately sold to another two persons, who continued the construction works. Nistor Grozavu said the plot was put up for auction by the Chisinau Council in 2010. The person who considers himself the owner of the land did not ask for an urbanism certificate and construction authorization. He only asked to be allowed to buy the adjoining land for an inexistent construction. The resistance structure of this building appeared in about two weeks. According to the head of Rascani district Mihail Carlig, the documents held by the so-called owner of the land and the building are forged as they contain a false signature of the district head. Nicon Zaporojan, deputy chief architect of Chisinau, said such situations are possible because the legislation is imperfect. The veterans of the Transnistrian war said they asked for the given plot of land for Filip Lupascu’s wife, but officials of the City Hall told them to buy it by auction.
