The chairman of the Parliamentary Committee for National Security, Defense and Public Order, Chiril Moţpan, who has recently released a list of several civic activists, opposition politicians and journalists who were allegedly spied on by Moldova’s law enforcement agencies, urges these people to file a complaint at the General Prosecutor's Office. Chiril Moţpan says that, according to the legislation, the wiretapped persons had to be notified about the prosecution, IPN reports.
According to him, the Prosecutor's Office must give answers regarding the surveillance of civic activists, opposition politicians and journalists. “The prosecutor's office has to give some answers, not the Commission I represent. I have just identified some serious violations”, says Chiril Moţpan.
The deputy quoted a passage from the Criminal Code which says that “The Prosecution is obliged to hand over to the suspect, the accused, the injured party, the victim, the civil party, party incurring civil liability and their legal representatives in writing, against signature, the information about their rights and the obligations they have in accordance with the provisions of the Code and to explain all these rights and obligations”.
Also, the MP says that, according to some information, a private investigation company allegedly possessed special equipment for intercepting mobile phones. “I know that, according to the law, only the state institution, the Security and Intelligence Service, may operate such equipment. I filed an application to Security and Intelligence Service (SIS) to check if there are other institutions that own such equipment. I was referring to these private investigation companies. I have received a negative response”, stated Chiril Moţpan.
The Security Commission president says that for the interception and surveillance of these persons, the state institutions have spent huge financial and human resources. “Many people are involved in surveillance actions. There are special directorates for this. When keeping a person under surveillance, it takes 5-10 people to get the information you need. Therefore, it takes tens, hundreds of people from the law enforcement institutions to be involved in these actions, which is actually illegal”, noted Chiril Moţpan.
Recently, Chiril Moţpan presented a list of persons who he claims were spied on. The list includes teachers who supported DA Platform, but also experts, journalists and activists, including Petru Macovei, Arcadie Barbăroșie, Lilia Carasciuc, Ștefan Gligor, Dumitru Alaiba, Sergiu Tofilat, Vladislav Gribincea, as well as Natalia Morari. Angela Gonța, Mariana Rață, Ion Terguță, Valentina Ursu etc.
