The parents could enroll their children at kindergartens at the age of two and the state will cover the costs associated with education and care services, in accordance with the changes to the Education Code approved by the Cabinet, IPN reports.
Currently, the state finances early education services for children aged between three and six. The initiative will ensure access to education services, especially for children from socially deprived families. This will enable the parents to easier reintegrate into work.
The state will gradually ensure the development of education services depending on the preparedness level, places available at early education institutions and the disposable financial resources. Currently, about 800 such institutions in the country are prepared or are adjusting the infrastructure to accept half of the children aged between two and three. The necessary funds will be allocated from the national public budget as of 2019.
The state will gradually extend the financing for education services for these children based on a program to develop early education services that was worked out by the Ministry of Education, Culture and Research in cooperation with the local public authorities and the Ministry of Finance.
