Representatives of the private kindergarten “Secret Garden” situated in Râșcani district of Chisinau, near which a building has been erected for over a year, called again on the responsible bodies to reassess the legality of the permissive documents issued to the building company. In a news conference at IPN, Efrosinia Guzun, founder of the kindergarten and mother of four children, one of whom attends the given preschool education institution, said the anger of the building company’s managers is clear to her given that ten stories of the building were already erected, but the parents will not give up and will continue to fight for the rights of their children.
The private kindergarten “Secret Garden” was founded in 2008. Work on the multistory blocks started over a year ago, in February 2021. Since the very beginning of the works, the kindergarten’s activity has been disrupted and the health and safety of children have been in danger. Despite the protests of the kindergarten’s staff and parents of children who attend the institution, the works continue, said representatives of the institution.
Efrosinia Guzun said the permissive documents were issued with violations. “How can one erect 13-story buildings that are about 5,000 square meters in area on 5 ares? Ask Alexei Braganciuc (director of the building company, e.n.) Only he knows. I know the fury of this man is great as the construction works are now performed on the tenth floor. A lot of money was given as bribe and a lot of money was spent on the fight against us – denigrating articles in the media, remuneration of public functionaries whose duty was to hamper our activity. At this moment, we will more insistently knock on the door of institutions - the Prosecutor General’s Office, the NAC, the Technical Surveillance Agency - for them to reexamine the issued permissive documents, primarily their legality. If a public functionary will illegally sign them after what happened, this will be subject to public assessment,” stated Efrosinia Guzun.
Tatiana Balan, methodologist at the kindergarten “Secret Garden”, said that over a year passed since the building works were started and they made multiple approaches to the Chisinau City Hall, ministries and agencies, but none of the authorities went to examine the situation and the invoked violations at the scene. She noted it is not just temporary discomfort, as the building company’s jurists assert. It would have been temporary discomfort if the minimum required distance of 12 meters had been respected. But at a distance of nearly two meters from the kindergarten’s fence, this building poses a real threat to the life and security of children. They just want to work safely and to focus on their work, without risks to the security and health of children and members of their team.
Tatiana Balan referred to the an incident that happened on March 31, when an iron bar felt from an upper floor of the building and damaged a wooden cage intended for rabbits placed in the yard of the kindergarten. No one was in the yard at that moment and a tragedy was this way avoided.
