The Ministry of Labor, Social Protection and Family will create a special register which will include all the children who seek adoption and a second register of families who seek to adopt, under a set of secondary legislation acts which was recently approved by the Cabinet. The approved acts aim to enforce the 2010 Adoption Law. At a press conference on Tuesday, Minister Valentina Buliga recalled that the 2010 Law was a first step to the adoption reform. Now the approved acts aim to contribute to the Law's implementation at administrative and institutional levels. Among the approved acts is a Regulation on the authorization of foreign organizations engaged in international adoptions, as well as a list of services and activities allowed in international adoptions. The measures aim to standardize adoption procedures, prevent kidnapping and sale of children, and eliminate all forms of speculation in adoption. Valentina Buliga noted that in recent years the number of adoptions, both domestic and international, has decreased. “While in 2006 there were adopted 320 children in Moldova, in 2010 their number was only 162. In 2006, 51 Moldovan children were adopted outside of the country and 45 children in 2010” said the minister. With the new measures in place, Valentina Buliga says that the Ministry considers starting a campaign to promote adoption as a form of child protection. Additionally, adoption professionals will undergo specific training. Currently, there are 220 children who wait for adoption and 437 families that want to adopt a child.
