The children adopted by decisions passed by Transnistrian courts of law have their right to move freely restricted as the documents issued by the unconstitutional authorities of the Transnistrian region are not recognized outside the country. The Moldovan authorities are trying to identify a mechanism for instituting constitutional tutelage in concert with the Transunion side, secretary of state at the Ministry of Health, Labor and Social Protection Viorica Dumbrăveanu, head of the working group on social issues and humanitarian aid on behalf of Chisinau, stated for IPN.
After the April 3 meeting, the second meeting of the working groups representing Chisinau and Tiraspol, which centered on the adoption procedures, was held at the head office of the OSCE Mission in Bender on April 12. The sides discussed a number of cases when children adopted in the Transnistrian region cannot travel abroad as their adoptive parents do not benefit from a legal tutelage or protection form.
The representatives of Chisinau familiarized the Transnistrian side with the aspects that should be taken into account for continuing the adoption procedures in accordance with the Moldovan legislation, international standards and the provisions of the UN Convention on the Protection of the Rights of the Child. The Transnistrian delegation will examine the proposals and will later state its position.
