Changes approved in Education Code

The Cabinet approved amendments to the Education Code to ensure a system for training teachers for preschool and primary education institutions and for other areas of the national economy in post-secondary technical professional education institutions.

Currently, teachers for teaching specialties are trained only in higher education establishments. Secondary school graduates can no longer enroll at these specialties. On the other hand, the number of vacancies of educator and teacher continues to increase. In 2015, the education institutions needed 184 educators and 71 teachers, while in 2017 these figures rose to 437 and 203 respectively. Also, over 12% of the teachers and educators are of retirement age. Thus, the changes made in the Education Code diminish the minimum qualification requirements for working as teachers and educators in preschool and primary education institutions.

Staff will be trained based on post-secondary technical professional formation programs during four-five years. The studies will end with Baccalaureate exams for secondary school graduates and with qualification exams for those admitted based on the Baccalaureate diploma.

The bill also envisions the creation of a new post as part of auxiliary teaching staff, of educator assistant.
