Central Election Commission is not apolitical, member says

The Tuesday sitting of the Central Election Commission (CEC) ended in a brawl among its members. Because of difference of opinions on canceling a previously adopted decision, the CEC secretary, Iurie Ciocan and Nicolae Garbu, a CEC member on the part of Moldova Noastra Alliance (AMN) have accused each other of non-professionalism, resorting to political accusations, too, Info-Prim Neo reports. The conflict broke up when Iurie Ciocan set for discussion the abrogation of a CEC decision on validating the mandate of an AMN councilor in Leova's district council, on the basis of which, according to Ciocan, “a forged document was, issued by the Leova local authorities.” “It's a decision on withdrawing a councilor mandate, which was not approved by the council, but was signed by the chairman and secretary of the sitting and was sent to CEC to validate the following councilor on the list, after a councilor died early this year,” Ciocan explained, adding CEC learnt from Leova council secretary that the document was signed bu mistake. Yet, Nicolae Garbu has said CEC is not an entity empowered to check the decisions of district councils and proposed to adjourn the matter till the next sitting, as meanwhile the Administrative Control Direction should verify the situation. “From what you are saying one concludes you have carried out a probe,” Garbu said, and added “the document is valid for the CEC as long as it has a signature on it”. “It can be annulled only by the district council or by the Administrative Control Direction,” Garbu said. In response, Ciocan told Garbu he “was playing with fire.” CEC chairman Eugeniu Stirbu suggested to postpone the draft, until the Administrative Control Direction sorts the things out . After a 10-minute break, the chairman set the issue to vote. Thus, the AMN council mandate was rejected by 5 ayes and 1 nay. Nicolae Garbu has told Info-Prim Neo “the situation in Leova district, where the majority is made of Communist councilors, is being blocked on purpose. Arrangements have been made, because the mandate of the AMN councilor would propel AMN to majority, what is not comfortable for the Communists. The councilor cannot take his position for 8 months.” At the same time he expresses his regret that the CEC's decisions are political. Only 6 members attended CEC's sitting on September 9.
