Central bank’s administration resigned namely in connection with visit by IMF mission, expert

Expert of the Market Economy Institute Viorel Garbu considers that even if society wanted particular changes at the National Bank of Moldova, the resignation of governor Dorin Dragutanu and first vice governor Marin Molosag was rather unexpected. In an interview for Radio Free Europe, quoted by IPN, the expert said the resignation of the central bank’s administration will have a negative impact rather than a positive one.

“The administration of the National Bank should have kept its duties until the negotiations on a memorandum with the IMF were over as particular tensions can appear and this institution could refuse to sign this document that we need so much to continue reforms and to attract foreign assistance,” stated Viorel Garbu.

He noted that over the next three months, during which Parliament is to decide whether to accept the resignation, the current governor will continue to enjoy full powers. If the resignation is not accepted during three months, the governor can leave as he is not obliged by law to hold the post of governor further.

“It is evident that the central bank’s administration resigned namely in connection with the visit pad by the IMF mission. I do not understand why now. I heard that Mister Dragutanu said the new governor should assume responsibility for the institution’s activity and for the content and implementation of this document that will be signed with the IMF. I consider it wasn’t a correct step as they should have waited until the IMF mission finished its work. This is a very important mission and the negotiations are very important and should be completed,” stated the expert.

Asked what a new governor will be able to do amid a financial-banking crisis, especially because this post is distributed politically, Viorel Garbu said the new governor can bring things in order and this is what any person who will occupy this post should do. The question is if the authorities, which are to name a new governor, realize the seriousness of the problems faced by the country. The source of the problems is in the political sphere of Moldova. If the political class seriously tackles the problems in the banking sector, including those managed by the National Bank, and finds a suitable candidate, the success is guaranteed.
