The Minister of Finance drew the attention of the Government, at a meeting on Wednesday, October 4, towards the dissatisfactory execution of state budget’s chapter of expenses, because, according to the information regarding the 9 months of 2006, this index constitutes 86%. The Minister of Finance, Mihai Pop, declared that the ministers were already warned about the fact that by not carrying out the chapter of expenses “a great tension over macroeconomic indexes will emerge in the 4th trimester when these expenses will have to be executed”. According to the official, the basic incomes to the state budget for 9 months of 2006 were planned to the total sum of MDL 6.27 bln and MDL 6.56 bln were already executed, which is by 4.7% more than the planned amount. Compared with the similar period of the last year, the incomes increased by MDL 987 mln or by 17.7%. Of the total MDL 6.85 bln planned basic expenses, only MDL 5.89 bln (86%) were carried out. The expenses increased in the 9 months of 2006 by MDL 1.25 bln or by 27% more compared with 2005. At the same time, in the budgets of territorial-administrative authorities were planned incomes amounting to MDL 1.61 bln and MDL 1.7 bln were executed, or by 5.6% more. The increase of incomes compared with the similar period of the last year constituted MDL 317 mln or 22.8%. MDL 3.38 mln were executed of the planned expenses of MDL 3.8 bln in the local budget (83.6%). The executed expenses were higher by MDL 679 mln or by 27.2% compared with last year. Prime-minister Vasile Tarlev asked the ministers to present to the Government within 5 days information on the level of expenses’ execution and to make proposals on how to overcome this situation. For the future, Tarlev asked the elaboration of a quarterly or even monthly plan on the execution of expenses.
