CEC approves Instructions to Voters

The Central Election Commission approved Tuesday the instructions on how to cast ballots at the general local elections scheduled for June 3, 2007. The instructions describe the way of voting, voting on the basis of the additional list, identity papers allowing voters to cast ballots, and partial voting within the limit of a second level electoral constituency. Moldovan citizens who can not attend the polling stations due to health reasons or other well-grounded reasons, they may request, orally or in writing, to vote at the residence. The application must be submitted at the polling station office in advance or on the day of elections, until 15.00. After this term, a mobile ballot box and necessary materials for voting will go to the place where the voter resides. Convicts will vote in the same way. Military men serving for a fixed period do not participate in the local elections. The partial voting is intended for persons who on the day of elections are within the limit of the second level electoral constituency, but live or have their residence in the perimeter of the first level electoral constituency and are not at home. Thus, they may ask the certificate for the right to vote raion/municipal councillors. Voters will be allowed to cast ballots in this year’s general local elections on the basis of the identity card of the citizen of Moldova; of the internal passport issued by the former USSR, which attests the citizenship of Moldova and bears the state id number for individuals – for pensioners and persons who for religious reasons renounced the identity papers of the National Passport System of Moldova; temporary identity card (printed form nr.9 is issued by territorial services for registration and documentation of population, eligible voters who lost their identity cards or have their papers expired, as well as of persons who reach the legal age on the voting day). CEC accredited at the same meeting 5 observers of behalf of the National Democratic Institute for International Relations (NDI) and 2 poll-watchers representing the Swedish International Liberal Centre (SILC). The Commission also registered the electoral emblems of 17 parties and social-political organisations participating in the general local elections.
