Capital city faces budget deficit

The municipality of Chisinau is experiencing a budget deficit only three months after the start of the year. The head of the Finance Division Veronica Herta said the municipal authorities already have debts, the largest of which to SA Termocom. The budget deficit is mainly generated by the absence of allocations from the state budget. No money was earmarked for Chisinau municipality in the 2011 draft state budget law does that is to be considered by Parliament, Info-Prim Neo reports. Veronica Herta said that even if the basic revenues have increased, the overall incomes are by 38 million lei lower than last year. The revenues collected in the first three months of 2011 represent only 75% of the projections for this period. “A sum of 317 million lei was transferred last year from the state budget to the municipal budget. The allocations for the first three months were 79.3 million lei,” said Veronica Herta. Deputy Mayor of Chisinau Mihai Furtuna said the measures aimed at increasing the incomes in the capital city proposed by the authorities are unreal. According to him, reducing the costs for a child in preschool institutions and schools and increasing the revenues from the salary income tax and local taxes cannot remedy the situation. Veronica Herta also said that the Chisinau administration has debts of 17 million lei to the heat supplier Termocom. The education institutions account for 15 million lei of this debt. “We will not allow that the municipality runs up massive debts. It is not the first situation of the kind. In 2008, the City Hall faced a deficit of 500 million lei, but overcame the difficulties. We will have to cope again,” said Mayor Dorin Chirtoaca.
